It’s an obvious way to let Elsa have a direct antagonist without having their similar powers be too close to one another.
What Is The ‘Frozen III’ Villain After?

It’s currently unclear who the Frozen III villain is, let alone what they’re after. However, the teaser does highlight her immediately confrontational nature towards the sisters, especially because even just approaching the pair leads to Elsa shooting an ice blast towards her. The official synopsis for the film that's been released so far suggests that Anna and Elsa will be embarking on a new journey and will "welcome a mysterious new member" to their family, according to Hollywood Handle. This figure is seemingly set to cause conflict between the sisters, according to an interview that Kristen Bell and Idina Menzel gave to Entertainment Weekly.
It’s possible then that this is the new family member, hailing from the mystical heritage of the family that played a major role in the backstory for Frozen II (2019). She could be a long-lost aunt to the sisters, who is looking for her missing sister. She could have ventured away from the Northuldra people much as her sister eventually would, heading off into the wilds to hone her abilities rather than how Queen Iduna went to live in Arendelle. Some fans even speculate that she’s actually Elsa’s birth mother, explaining why she’s been looking for them. Until we see more of the film, her true motivations and origins remain a mystery.
Who Plays The Villain In ‘Frozen III’?

The biggest question mark right now for the film is the identity of the actress playing this mysterious new character.
